The Tower Hamlets Xchange group is made up of faith-based projects working in
the poorest areas of Tower Hamlets. The group has emerged out of work with
Tower Hamlets Anglican Deanary
"Public funding is inflexible in terms of the closing period for spend. The rhetoric is that there is flexibility – but try explaining that to any finance officer or budget holder. They don’t want money clawed back – they don’t want a budget cut because they are unable to demonstrate spend... So, they need that money spent on time!"

About Xchange Groups
- Xchange groups are action learning sets, made up of up to 12 practitioners involved in
faith-based projects.
- Xchange groups meet 3 to 4 times annually. Find
out more about Xchange Groups here.
The methodology refers to a
Grounded Theory approach, with use of open
questions to generate discussion. Attendees used flip chart paper to
document specific comments and notes were taken of the discussion. From
the research data comments were clustered manually around specific
themes and presented under appropriate headings.
Attendees were able to
comment on draft findings circulated prior to publication.
